House passes NDAA, $900 billion defense policy bill, in 312-112 vote

Lawmakers in the House approved the National Defense Authorization Act on December 10, 2025. They passed the bill with a 312-112 vote. Republicans and Democrats showed strong support overall.

However 18 Republicans and 94 Democrats voted against it. This action sets a $900 billion budget for military programs in the next fiscal year.

Boosting Troop Welfare

The bill prioritizes service members. It includes a 3.8 percent pay raise for troops. Lawmakers also included money for better housing and base facilities, a bid to improve the daily life of military families. In addition, the legislation revamps how the Pentagon buys weapons with an emphasis on faster processes

Strengthening Global Alliances

Internationally, the NDAA reinforces U.S. commitments. It requires at least 76,000 troops in Europe unless allies agree otherwise. Similarly it mandates a minimum of 28,500 troops in South Korea.

Furthermore, the bill authorizes $400 million each year for two years to supply weapons to Ukraine. It also repeals the 2003 Iraq War authorization and lifts sanctions on Syria permanently.

Addressing Oversight and Cuts

Congress added measures for accountability. For instance, they demand details on boat strikes in the Caribbean. They withhold part of Defense Secretary Pete Hegseth’s travel budget until the Pentagon shares unedited videos. On the other hand, the bill cuts $1.6 billion from climate initiatives and $40 million from diversity programs. Democrats criticized the removal of expanded IVF coverage for troops.

Path Forward

Now it will be reviewed in the Senate. The White House is in support of this bill, as it reflects the priorities of President Trump.

However there are some conservatives who want even further reductions in foreign postings. On the other hand, Democrats are pressing for even more controls over this administration.
