NARD Issues 19 Demands to Federal Government to Avert Nationwide Doctors’ Strike

The Nigerian Association of Resident Doctors (NARD) has issued a final warning to the Federal Government, threatening a nationwide strike starting Saturday if urgent demands are not met. NARD President Dr. Muhammad Suleiman explained that doctors have already begun ward rounds and patient handovers in preparation for the industrial action. The association emphasized that the 30-day ultimatum previously given to the government expired without any meaningful response, forcing doctors to consider drastic measures to protect their welfare and the healthcare system.

Unpaid Salaries and Allowances

Doctors and other health workers are owed about ₦38 billion in unpaid allowances, some dating back more than ten years. Basic salaries have not been reviewed for sixteen years, adding to frustration and low morale. NARD demands immediate payment of outstanding CONMESS arrears, 2024 accoutrement allowances, and all other pending entitlements. The association also seeks the reinstatement of five resident doctors unjustly terminated from the Federal Teaching Hospital, Lokoja, with full payment of salaries and allowances.

Better Working Conditions

The association is calling for a humane working-hours policy aligned with international best practices. Long working hours have caused burnout and affected patient safety. NARD also urges hospital leaders to gain autonomy to employ and replace doctors. Implementing a one-for-one replacement policy will reduce excessive workload and improve service delivery, according to Dr. Suleiman.

Infrastructure, Promotions, and Pensions

NARD insists on urgent upgrades to hospital infrastructure and medical equipment to enhance service quality and training for resident doctors. The association also calls for decentralized promotion processes, payment of arrears, enforcement of salary structures, and the regularization of locum doctors. Additionally, Suleiman emphasized the immediate implementation of special pension benefits previously agreed with the Nigerian Medical Association.
