Two years after nations agreed to reduce fossil fuel reliance, a new global push aims to accelerate the transition.
Brazilian President Luiz Inacio Lula da Silva energized delegates by calling for a concrete plan to “overcome dependence on fossil fuels,” inspiring a coalition of countries to advance stronger phase-out measures.
Countries Rally for a Fossil Fuel Roadmap
The proposed “roadmap” is not yet on the official agenda, but France, Colombia, Germany, and Kenya are working to include fossil fuel reduction in global negotiations.
Delegates hope for a consensus decision involving nearly 200 nations, which would carry more weight than voluntary pledges.
Around 50 to 60 countries already support the effort, with the coalition aiming to expand to 100.
Building on the 2023 Dubai Agreement
The push builds on the 2023 Dubai pledge to transition energy systems away from fossil fuels in a just, orderly, and equitable manner.
While not every country may support exact targets or timelines, there is growing pressure for nations to report progress, which could be reviewed at next year’s summit.
Brazil’s Environment Minister Marina Silva praised the roadmap, saying it “lays the foundation for a fair and planned transition.”
Colombia is promoting the “Belem Declaration” and plans an April 2026 conference to accelerate the phase-out.
Opposition from Oil-Producing States
Major oil producers, including Saudi Arabia, Algeria, and Venezuela, strongly oppose the plan.
An estimated 70 countries resist any new global decision addressing fossil fuels.
OPEC forecasts increasing global oil demand through 2025 and 2026, highlighting the tension between energy needs and climate goals.
Russia’s chief negotiator, Vladimir Uskov, stressed that developing nations require basic energy access before committing to renewables.
Conclusion
The global effort to phase out fossil fuels is gaining momentum, but opposition from oil powers presents a significant challenge.
The coming months will be crucial to determine whether the roadmap can secure widespread support and accelerate the world’s transition to clean energy.
