The U.S. Congress has proposed a ban on Nigerian Beef Exports as a strategy to pressure Fulani herdsmen to disarm. This recommendation follows increasing attacks on Christian communities and is part of a broader report titled “Ending the Persecution of Christians in Nigeria”. The report developed after U.S. investigations into violence allegedly carried out by Fulani militias and terrorist groups.
Key Strategies in the Report
The report outlines several approaches to address the crisis, including economic measures, legal reforms, and enhanced security cooperation. One major recommendation is to use economic leverage by banning Nigerian Beef Exports and cattle-related exports to countries such as Ivory Coast, Ghana, South Africa, and Senegal. This is as a critical tool to curb violence and protect vulnerable communities.
“Review and use points of leverage to compel Fulani herdsmen to disarm, including by blocking export of beef and other cattle-related products to countries like Ivory Coast, Ghana, South Africa, and Senegal,” the report states.
Additionally, Nigeria is to strengthen its security and governance by deploying well-trained security forces, implementing early-warning systems, and ensuring accountability for perpetrators of violence. Programs to disarm, demobilize, and reintegrate militias, support displaced communities, and restore farmland seized by armed groups also emphasized.
The report frames these actions as essential to safeguarding Christian communities, particularly in Nigeria’s Middle Belt, where attacks, kidnappings, and destruction of churches and schools have been widespread.
Additional Recommendations
The report also advises Nigeria to diversify its defense procurement by reducing reliance on Russian military equipment and increasing purchases of American defense hardware to strengthen bilateral security ties. Legal reforms highlighted, including repealing Sharia codes and anti-blasphemy laws, improving policing, and disrupting terrorist financing networks.
International collaboration with countries like France, Hungary, and the United Kingdom is encouraged. The report suggests imposing sanctions, visa restrictions, and publicly naming individuals or groups responsible for religious violence.
