The UN Security Council has approved a US-drafted resolution endorsing President Donald Trump’s 20-point plan for Gaza. Thirteen countries, including the UK, France, and Somalia, voted in favor, while Russia and China abstained.
A key component of the plan is the creation of an International Stabilisation Force (ISF). The ISF will coordinate with Israel, Egypt, and a newly trained Palestinian police force to secure borders, remove weapons, and help disarm non-state armed groups, including Hamas, which currently governs Gaza.
Hamas Rejects Resolution
Hamas criticized the resolution as an “international guardianship mechanism” that compromises Gaza’s neutrality. The group said giving the ISF tasks like disarmament effectively makes it a party to the conflict.
Board of Peace to Oversee Reconstruction
The resolution establishes a Board of Peace (BoP) to supervise governance, reconstruction, and humanitarian aid in Gaza. Funding will come from a World Bank-backed trust fund. The BoP will collaborate with the ISF, Palestinian authorities, and a technocratic committee to implement reforms.
President Trump called the UN vote “historic,” highlighting the resolution’s role in stabilizing Gaza and supporting the BoP. The US ambassador to the UN said the ISF will ensure civilian safety while dismantling terrorist infrastructure.
Pathway to Palestinian Self-Determination
Unlike previous drafts, the resolution references a credible path to Palestinian statehood, though Israel opposes it. Arab and Muslim-majority nations, including Egypt, Saudi Arabia, and Turkey, successfully advocated for language supporting Palestinian self-determination.
UN officials stressed the resolution must be implemented urgently and support a long-term two-state solution. The initial phase, including a ceasefire and release of hostages, began on 10 October 2025, following weeks of conflict that killed thousands and left hundreds of hostages.
