Ghana Police Service arrested Raphael Azare Kariyama. They acted on intelligence that linked him to inflammatory comments. These comments suggested bringing Boko Haram into Ghana. Police described the remarks as a serious threat to public peace.
Following surveillance, officers captured Kariyama quickly. They aimed to stop the spread of violent content. The arrest occurred amid ongoing unrest in the Upper East Region.
Background of the Dispute
The chieftaincy dispute in Bawku fueled the incident. Kusasi and Mamprusi ethnic groups clashed over the paramount chief position. In addition, the government recognized Asigri Abugrago Azoka, a Mamprusi, as the legitimate Bawku Naaba.
However Alhaji Seidu Abagre, a Kusasi, paraded himself as chief. Authorities arrested him on December 24, 2025. A military operation removed him from the palace. Courts charged him with impersonation and provoking riots.
On January 19, 2026, a High Court in Accra denied bail. Judges remanded Abagre in custody. The case continued to February 2.
However Boko Haram trended in Ghana. Police monitored these threats closely. They identified Kariyama’s comments as particularly dangerous.

Chief Inspector Brigitte Babanawo issued a statement. She confirmed the arrest. “The Ghana Police Service has arrested a suspect for making inciteful comments that have the potential to disrupt peace and security in Bawku and its environs,” the statement read.
Additionally it detailed the operation. “The suspect, Raphael Azare Kariyama, was arrested through an intelligence-led operation to monitor and curb the spread of content that incites violence or threatens public order and national security,” police explained.Kariyama remained in custody. Authorities planned to arraign him in court. They pursued other accomplices too.
Moreover police warned the public. “The Ghana Police Service urges the general public to refrain from making, publishing, or sharing inciteful comments, as such acts undermine peace and security,” Babanawo stated.
