Malaysia to Launch Direct Recruitment Platform for Foreign Workers

The Malaysian government plans to launch a new digital platform that will allow employers to hire foreign workers directly, eliminating the need for private recruitment agents who have long controlled the process.

Malaysia’s Human Resources Minister, Datuk Seri Ramanan Ramakrishnan, announced the initiative, which aims to reduce recruitment costs, prevent worker exploitation, and enhance transparency in the foreign labour market.

The Malaysian Reserve was the first to report this development.

Malaysia depends heavily on foreign workers in key industries such as construction, manufacturing, plantations, and services. However, for years, the recruitment process managed by agents and middlemen—a system that authorities now acknowledge has led to widespread issues.

Key Concerns

The minister highlighted that foreign workers often face excessive recruitment fees before even leaving their home countries. Many are forced to take loans to cover these costs, leaving them in debt as they arrive in Malaysia. In some cases, workers are placed in jobs that differ significantly from what they were promised.

Ramanan emphasiz concerns about recruitment abuses have raised repeatedly in Parliament and by civil society groups. These issues have driven the government to pursue a shift away from the agent-driven model.

How the Platform Will Work

The proposed digital system will allow Malaysian employers to connect directly with foreign workers. Job details, wages, and employment conditions will be clearly outlined and agreed upon before contracts are signed. This approach aims to reduce misrepresentation and ensure fair hiring practices.
