The Independent Corrupt Practices and Other Related Offences Commission has dismissed security officer Daniel Stephen. This comes after CCTV footage and his own handwritten confession confirmed he helped a wife of former Kaduna Governor Nasir El-Rufai gain unauthorised access to her husband in ICPC custody.
Aichatou Asabe El-Rufai entered the ICPC premises on July 5, 2026, outside approved visitor procedures. According to his handwritten account submitted to an investigation panel, Stephen drove Asabe into the facility, escorted her through the back entrance, and took her upstairs to the section where El-Rufai was being held. At one point, he switched off the lights before they entered the room.
The visit lasted approximately fifteen minutes. Stephen admitted to the panel that he was fully aware the visit had not followed established procedure. Visitors to the ICPC facility are required to have their details recorded at the gate and obtain clearance from the head of the security unit before entering. He, however, bypassed both steps.
“I agree that I am wrong and breached commission procedure,” he wrote, confirming the statement was made voluntarily without coercion.
Sources within the ICPC said Stephen’s account also revealed an earlier incident in which he escorted Asabe further into the facility. This happened while officials were still verifying her identity. He is also said to have helped a man who identified himself as El-Rufai’s blood brother enter the facility through the back entrance.
Last month, El-Rufai filed a lawsuit against the ICPC alleging that officers had prevented his family from accessing him.
