Israeli Prime Minister Benjamin Netanyahu has publicly rejected the 15-point plan for Gaza put forward by US President Donald Trump. Also declaring that Israel will not withdraw its military forces from the territory until Hamas is what he described as “genuinely” disarmed.
“Israel rejects the 15-point document,” Netanyahu said at a cabinet meeting on Sunday.
“The Israeli military will not carry out any withdrawal until Hamas is genuinely disarmed and will continue to thwart threats against our forces and our citizens.”
The rejection marks a significant rupture in Trump’s Gaza peace effort, which was announced in September last year. The plan established a Board of Peace to oversee implementation of a ceasefire agreement. While also outlining a process for Hamas disarmament, calling for an Israeli military withdrawal from Gaza, and set out a framework for the reconstruction of the territory.

Trump’s Board of Peace announced last month that it had reached an agreement for the “complete disarmament” of Hamas and other armed groups in Gaza. That announcement now appears to have been premature, or at least disputed by one of the parties.
Hamas has responded by insisting the group remains committed to the agreement. A Hamas official told the BBC on Sunday the group “reaffirms its commitment” to the deal. Also stating that it is ready “to engage seriously and responsibly in implementing” the 15-point plan. The group called on mediators to ensure all parties comply with what has been agreed.
Hamas has its own condition attached to any handover of heavy weapons. The group has said disarmament is contingent on Israel ending what it describes as “all forms of aggression” and withdrawing its forces from Gaza entirely. Israel, meanwhile, has continued to carry out strikes on Gaza since an initial ceasefire agreement was reached in October last year.
Both sides are pointing to the agreement. Neither is moving toward it. And the civilian population of Gaza remains caught in the space between those two positions. However, Trump’s 15-point peace plan faces a new challenge.
