The controversy surrounding the alleged Presidential Foreign Intervention Promotion Council (PFIPC) has grown beyond a debate about one individual or one office. It has become a test of Nigeria’s public institutions and their ability to protect the integrity of government.

Whether the allegations are eventually proven or disproven, one question remains unavoidable: How did a body the Presidency says does not exist allegedly acquire the appearance of legitimacy?
