Jess Phillips quit the UK government, warning Prime Minister Keir Starmer that “good intentions” are not enough to drive change.

Safeguarding minister Jess Phillips has resigned from the government, delivering a sharp criticism of Prime Minister Keir Starmer in her resignation letter.

Phillips said she could no longer continue under the current leadership, arguing that meaningful political change requires action rather than careful messaging. She wrote that while Starmer was “a good man,” leadership needed “fight and drive” alongside decency.

The former minister said progress on issues affecting women and girls often came only after pressure was applied behind closed doors. She claimed political caution inside Downing Street had slowed reform and left opportunities “stalled and delayed.”

Phillips also referenced past controversies involving Peter Mandelson, saying they forced the government to take stronger action on violence against women and girls in order to protect its public credibility.

Her resignation adds to growing pressure on Starmer’s government at a politically sensitive time, with internal divisions increasingly spilling into public view.

Phillips said she would continue supporting the Labour government from outside ministerial office, but insisted the country expected “real change” from its leadership.
